The geopolitical landscape of the Middle East has entered a period of high uncertainty, with the ongoing conflict creating significant challenges for businesses operating across the region. Disruptions to air travel, maritime routes and energy markets have demonstrated how quickly geopolitical developments can affect international business operations and supply chains. For companies headquartered or operating in the United Arab Emirates, Qatar, Kuwait, and the rest of the Gulf region, this environment has encouraged a renewed focus on business continuity, geographic diversification and expansion, as well, as access to stable alternative markets and jurisdictions

Cyprus is an increasingly relevant location as it offers a combination of factors that can make it attractive to companies considering the above strategies. As an EU Member State located at the crossroads of Europe, the Middle East and North Africa, Cyprus provides access to the European market while maintaining close geographical and commercial links with the MENA region. Its business environment is supported by an established professional-services sector, an English-speaking workforce, a legal system based on English common-law principles and a regulatory framework aligned with EU law. Cyprus also offers a competitive tax framework. Following the 2026 tax reform, the corporate tax rate is 15%, while Cyprus continues to provide various incentives and exemptions that may be relevant to international businesses subject to the applicable conditions. These include the favourable intellectual-property regime, under which qualifying IP income may benefit from an effective tax rate as low as 2.5%, as well as its extensive double-tax treaty network which helps international companies manage the risk of double taxation on cross-border income, facilitating cross-border investment.

Beyond its economic and business advantages, Cyprus also offers a high quality of life. The country benefits from a Mediterranean climate, with abundant sunshine and mild winters. Cyprus is regarded as one of the safer destinations in Europe, offering a family-friendly environment. Regarding education, there is a broad selection of international schools following British, American and European curricula, allowing children to continue their education with minimal disruption. Access to healthcare is supported by the General Healthcare System (GESY), alongside a well-developed network of private medical facilities. Furthermore, English is widely spoken across the country and Cyprus has well-established expatriate communities, particularly in its main business centres, facilitating integration for international professionals and their families. These social and lifestyle factors can therefore complement Cyprus’s business advantages, making relocation not only commercially attractive but also a practical long-term option for companies, their shareholders, executives and employees.

Cyprus also provides a pathway to citizenship through naturalisation for eligible third-country nationals who establish long-term residence in the Republic, with specific residence and other requirements available to certain highly skilled employees of qualifying companies. Under the applicable framework, eligible highly skilled employees may qualify for Cypriot citizenship after as little as three to four years of residence, subject to meeting the relevant legal requirements.
